The 8th commandment, residing in Hod הוד, is more than a social rule. It requires that we live at a higher spiritual plane where one trusts in Divine abundance rather than resorting to theft.
In the Kabbalistic tradition, the commandment is interpreted very broadly, including;
One must not encroach upon the boundaries of another’s property.
One must restore what is lost to another through ones behavior.
One must pay what is owed: Debts, rents, wages, taxes, and tithes.
In Judaism one does not “ask forgiveness”. One is required to make retribution.
